    As a State Fire Training organization and the State Certification Entity for Kansas, Kansas Fire & Rescue Training Institute (KFRTI) is expected to help lead change in the fire service through training and credentialing, including National Certification. Employees of KFRTI must demonstrate a customer-friendly attitude, flexibility, and a strong desire to help the Kansas fire service as well as continue to improve their own training and education.

    The Kansas Fire & Rescue Training Institute is a unit of KU’s Jayhawk Global, housed on the Lawrence campus. The Institute was created by the Kansas legislature to train Kansas firefighters in 1949. The Institute serves fire departments and firefighters through a “traveling instruction service” that provides 500 training events per year potentially reaching every community and every county in Kansas. The mission of Kansas Fire & Rescue Training Institute is to Provide accessible, innovative, science and data-driven training and credentialing for fire and emergency services personnel to improve the health and safety of our communities.

    This position has split responsibility for providing administrative support in the Certification Program and supporting the fire and emergency services instructional program delivery of Kansas Fire & Rescue Training Institute. This position will assist with critical components of the Certification Program such as grading, processing certifications, and entering data into the records management system. This position will also assist with preparing training course materials, training and event documentation, awarding credentials for successful completion of programs, and completing the appropriate steps to pay and reimburse instructors. This position reports to the Assistant Director of Operations and Accreditation.

    Job Description

    45% Provide Support for Certification Program Management

    Assist with the management of national certification other credentialing programs offered through Kansas Fire & Rescue Training Institute.

    Represent the Institute and the University in all functions of this job in a professional, respectful, and customer-friendly manner.

    Perform Certification program intake, processing, and recordkeeping.

    Follow and apply purchasing/payments policies as well as unit-based policies regarding payments, cancellations, and refunds.

    Verify and process payment and travel reimbursement for evaluators and coordinators using existing policies and procedures.

    Understand and maintain confidentiality of student information.

    Review for and coordinate the correction of incorrect or incomplete exam documentation with instructors/evaluators and exam coordinators.

    Enter exam results into the Lifelong & Professional Education registration system (Enrole) and issue National Certifications, when process is completed, to individual candidates. This process includes data generated from the electronic scoring of exams listed in the next section of this position description.

    Understand and use KFRTI’s software, including PAR testing systems.

    Create/prepare and mail individual Certification Exam Reports for certification candidates using the data produced by the PAR Score program (or other software provided).

    45% Inbound Response, Support and Record keeping for Program Activities.

    Answer and resolve customer inquiries with regard to course offerings, registration, certification, and payment.

    Answer customer questions regarding policies and procedures, research customer questions or concerns when necessary.

    Escalate customer concerns to the appropriate person when needed.

    Work with customers to solve problems and provide solutions to their needs.

    Verify and process payment and travel reimbursement for instructors, managers, and coordinators.

    Use a web-based registration systems to process program registrations.

    Apply payments and create receipts or invoices.

    Understand and adhere to payment card protocols, track and maintain security of all received payments.

    Follow and apply purchasing/payment policies regarding payments, cancellations, and refunds.

    Provide customer service assistance with learning management system (Enrole, Blackboard or Canvas) registrations.

    Maintain confidentiality of student information.

    Keep databases free of duplicate records.

    Review the accuracy of course documentation provided by course instructors. Coordinate the correction of documentation if incorrect or incomplete.

    10% Assist with other program functions and duties in other program areas.

    Answering and responding to incoming phone calls and email.

    Complete special projects, reports, or other duties as directed by Supervisor and/or Director.

    Provide direction for student employees functioning in a support role.

    Position Requirements

    A limited amount of in-state travel may be required of this position. The purpose of this travel is to provide on-site support for conferences and fire schools offered throughout Kansas. Anticipated travel requirements are estimated to be less than <10% of job responsibilities and functions per year.

    Required Qualifications

    High school diploma or GED equivalency

    Two years of office experience or two years of post‐secondary education

    Two years of customer service experience

    Excellent written communication skills as demonstrated by application materials

    Two years demonstrated experience operating Microsoft software applications, including Outlook, Word, and Excel.

    NWCFD is conducting a hiring process to fill current openings and new positions created this year.

    NWCFD provides fire and EMS services for the City of De Soto, Lexington Township, and parts of Olathe Township. Approximately 10,000 residents in 70 square miles are protected by three fire stations. Panasonic Energy will open one of the world's largest electric vehicle battery factories in De Soto in 2025. In addition to this and other anticipated growth, the District plans to add new positions in 2024.

    Firefighters perform duties related to fire prevention, suppression, hazardous material incidents, emergency rescue, basic life support, and first aid under emergency conditions frequently involving considerable danger. Employees in this classification work under the direct supervision of a company officer.

    NWCFD offers a competitive benefits package including medical, dental, and vision insurance plans, a health reimbursement account (HRA), a Kansas Police and Fire (KP&F) defined-benefit Retirement System, eligibility to voluntarily participate in the supplemental State of Kansas KPERS 457 deferred compensation plan, tuition reimbursement, paid holidays, and paid leave time. Firefighters work a modified Berkeley shift schedule of alternating days of 24 hours on-duty and 24 hours off-duty for a total of three shift days over five days, followed by four days off. Firefighters are compensated with an overtime rate following the FLSA Section 7(k) exemption.

    Position Responsibilities

    EMS Training and Certification. Coordinate with captain of professional development to schedule and develop continuing education training for EMS topics. Coordinate annual Kansas Board of EMS (KSBEMS) certification renewals for department personnel. Stay informed on current KSBEMS topics.

    Johnson County EMS System. Work closely with the Johnson County Medical Director to assist with the development of EMS protocols, credentialing, skills, and simulation training, and QA/QI. Represent the department at the Medical Director Liaison Committee (MDLC) and MARCER.

    Critical Thinking and Analysis. Apply critical and analytical decision-making processes when researching issues, formulating problem statements, and developing an appropriate course of action. Work with the department’s business improvement analyst to review EMS response performance and identify possible areas for improvement.

    Community Relationships. Understand the culture, expectations, and service needs of the community, maintaining formal and informal community networks and relationships. Represent the fire department to other departments, elected officials, Shawnee residents, business owners, and outside agencies. Serve as an active participant on a variety of boards, committees, task forces, external committees, and/or community organization(s).

    EMS Equipment and Supplies. Coordinate the procurement, tracking, and inventory management of EMS equipment, supplies, medications, and protective equipment. Oversee EMS equipment service and maintenance.

    Budgeting. Assist the fire chief in the development and administration of the department budget related to EMS. This includes participating in the forecasting of funds needed for staffing, equipment, materials, supplies, and program funding. Research information requested by the fire chief or his/her designee.

    Infection Control. Provide leadership, direction, and coordination for the Fire Department Infectious Disease Control Program. Serve as the department and city designated infectious control officer (DICO).

    Department Goals. Attend and participate in departmental and executive team meetings to develop and ensure the fulfillment of the department mission, goals, and policies for the Fire Department and assigned areas of responsibility. Participate in the fire department wellness program.

    Policies and Procedures. Work with executive team to recommend, develop, and implement policies and procedures. Adhere to city and departmental orders, directives, memorandums, and policies.     Professional Development. Read trade journals, maps, and other materials related to EMS, fire service, and training. Attend and participate in professional group meetings and training sessions.

    Administrative Assistance. Provides highly responsible administrative assistance to the fire chief. Assist in preparation and presentation of staff reports and other correspondence.

    Minimum Qualifications

    - Bachelor's Degree from an accredited college or university with major course work in fire science, public administration or a related field.

    - Must possess and maintain a Kansas (KSBEMS) Paramedic certification.

    - A minimum of ten (10) years of fire service experience is required. Progressively responsible supervisory experience is preferred.

    Work Schedule

    SUMMARY

    Senior executive responsible for the overall operation of the Soldier Township Fire Department.     ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

    · Handles grievances, maintains departmental discipline, conduct, and general behavior of assigned personnel.

    · Prepares and submits monthly reports to the Township Board regarding the department’s activities and prepares a variety of other reports as appropriate.

    · Plans departmental operations with respect to equipment, apparatus, and personnel; supervises the implementation of such plans.

    · Assigns personnel and equipment to such duties and uses as the service requires; evaluates the need for, and recommends the purchase of, new equipment and supplies.

    Position Summary: The Deputy Fire Chief of Administration (DCA) is responsible for the administrative

    duties for RCFD#1 and response to emergency incidents and, when necessary, assume command and control of those incidents. Response duties will be shared with the Deputy Fire Chief of Operations

    ESSENTIAL FUNCTIONS:

    • Rotate on-call fire response schedule with DCO for defined periods of time, such as alternating weeks to provide support and supervision of emergency response crews.

    • Manage fire investigation related to individual fire response.

    • Jointly supervise a volunteer workforce of 155 plus volunteer employees with the DCO.

    • Manage RCFD#1 compliance with Kansas State Fire Marshall Office fire reporting requirements, maintain and analyze fire response data, and produce reports and presentations as needed.

    • Jointly plan, coordinate and execute the RCFD#1 Fire and First Response training program.

    • Manage RCFD#1 technology-based equipment to ensure readiness.

    • Assist in managing the Fire District’s operational equipment to ensure readiness.

    • Assist with strategic planning for RCFD#1.

    • Serve as the lead code enforcement officer for the district.

    • Serve command staff role at major emergencies and assume the position of fire chief during a declared disaster.

    • Respond to fire alarms with assigned company; lay and connect hose; maintain pumping apparatus; hold nozzles and direct water streams; raise and climb ladders; ventilate burning structures; enter buildings to evacuate occupants.- Perform search and rescue of individuals in hazardous environments including collapsed buildings, auto accidents, hazardous material spills, and confined spaces.

    • Obtain and preserve evidence at a fire scene; participate in determining fire origins and causes.

    • Operate all types of fire operation and rescue equipment.

    • Respond to a variety of general emergency rescue calls including auto accidents, gas system leaks and animals in distress.

    • Provide training and instruction of special rescue skills; teach and demonstrate special techniques.

    Experience & Qualifications Guidelines: Any combination of experience and education that would likely provide the required knowledge, skills and abilities is acceptable. A typical way to obtain the knowledge, skills and abilities would be:

    EMT Specific:

    • High school diploma or GED.

    • EMT certification.

    • Two years of firefighting experience is preferred.

    Paramedic Specific:

    • High school diploma or GED.

    • National Registry or state paramedic certification and college level course work in fire science, fire administration or a related field.

    • Two years of firefighting experience and/or two years' experience as a certified paramedic, preferable.

    LICENSE & CERTIFICATION(S)
